
The project is designed to establish an effective control over public funds allocated to the maintenance and reconstruction of Bortnychy aeration station (BSA). In April 2014, the Japanese government promised to assist Ukraine in the amount of 1.5 billion dollars to modernize the BSA. However, without proper supervision it is probable that the money will be inefficiently used and stolen again.
If Bortnychy aeration station does not receive a proper repair, soon it could face an environmental disaster of national scale. In fact, Bortnychy aeration station is a single filter through which the domestic and industrial wastewater of enterprises of Kyiv and Kyiv region pass. The existing buildings of BSA, that were designed and built in 50-60s of the last century, have exhausted their service life and need urgent reconstruction.
Aims:
- To create conditions for a systematic public anti-corruption control for spending by the state structures the loan in the amount of 1.5 billion dollars allocated by the Government of Japan for reconstruction of BSA.
- To learn best foreign practices of public control over infrastructure projects in Europe, North America, the former Soviet Union.
- To create public methodology of evaluation of infrastructure projects based on investigation of international practices and distribute it among the general public and interested parties in Ukraine.
- To initiate a creation of broad coalition, consisted of NGOs, independent experts, mainstream media, government representatives and territorial community of the city of Kyiv, which will carry out further public anti-corruption monitoring.
