The practice of hiding information about the use of taxpayers’ money was the basis for the growth of corruption in Ukraine. Therefore, the Center for Political Studies and Analysis prepared and advocated the Law “On the Open Use of Public Funds”, which ensures the publication on the state portal E-data all information about the use of public funds by the authorities and public utilities.
Although the law came into force on September 1, 2015, currently no more than 30% of managers duly fulfill the law. Therefore, this project aims to change the situation and consolidate the efforts of public, creating pressure on the authorities that sabotage the process.
Aims:
- To promote the further implementation of the law by monitoring the authorities, state and utility companies, to implement the norms of the law and the creation of public and legal pressure on those who sabotage the implementation of the law in order to strengthen fiscal discipline and punish the officials who violate the law.
- To popularize the portal E-data and improve the ability of public organizations to control using a portal, through the creation of a communication platform of NGOs and journalists.
- To develop and advocate the changes to the law relating to the costs of harmonization with the new law on public procurement (introduction of Prozorro) and detalization of the law in terms of features of implementation of the law by the enterprises of state and public sector, the settlement of the legality of cases of classification of expenditure to the information for official use only, the specification of the control functions of the implementation of the law for the relevant public authority.
- To publish some unique articles and information materials aimed at clarifying and promoting the norms of the law.
- To conduct a series of regional seminars on the implementation of the law and train the officials and public activists to use the portal of public funds for anti-corruption investigations.
- Through a campaign of public pressure to complete the registration of state authorities and local self-governing bodies, utilities and state enterprises (a total of over 50 000).
- To advocate the creation of “Transparent Budget” on the site of E-data.
