After the Revolution of Dignity, the society requested to control the activities of the authorities, their transparency and accountability. There were adopted anti-corruption strategy and the new Law of Ukraine “On Prevention of Corruption”, where, in particular, the regulations on conflict of interest were issued. The project aims to develop mechanisms to prevent and resolve this issue.

Conflict of interest is one of the most acute problems in the local authorities, especially in small towns, where “nepotism” thrives, where there have been whole clans of officials and local MPs for years. The conflict of interest is often evident in the distribution of posts, the allocation of land, granting preference to local businesses and more. This undermines public confidence in the local authorities, prevents the formation of partnerships between the communities and representatives of local self-governing bodies, potentially becoming a major source for corruption.

Aims:

  • To conduct a series of training activities (day seminars) for officials and deputies of local self-governing bodies on the topic of conflict of interest.
  • To conduct the analysis of regulations of local self-governing bodies in terms of their compliance with current legislation in the area of prevention and settlement of conflict of interest.
  • To provide expert advice on bringing the normative legal acts in compliance with the current legislation.
  • To collect and organize information on cases of violation of the prevention and settlement of conflict of interest and subsequently transmit the data to National Agency on Corruption Prevention.
  • To analyze the current state of the efficiency of appeal the violations requirements on prevention and settlement of conflict of interest.
  • To conduct a broad information campaign designed to raise the need for control and prevention of conflict of interests and mechanisms for its implementation.
