The project aims to eliminate non-compliance in the list of information that constitute proprietary information and, as a result, the possibility of further getting by citizens the access to socially important information. During the project the Office of the Commissioner regularly receives analytical information that will be used in the work and taken measures aimed at elimination of violations of human rights.

The Law “On Access to Public Information” was adopted 5 years ago. However, for the time the officials have not learned to perform it effectively and professionally. That is why there exists a violation of rights of citizens of Ukraine on the access to public information.

Aims:

  • To eliminate non-compliance in the list of information that constitute proprietary information and limit the ability of citizens to access to socially important information.

Results:

  • The methodology was created for assessing the compliance with the list of information containing proprietary information to norms of the Law of Ukraine “On Access to Public Information”.
  • In collaboration with the Office of the Ombudsman there were produced 100 joint recommendations and opinions to the local authorities on compliance / non-compliance of approved by them the lists of information constituting proprietary information with the norms of the Law of Ukraine “On Access to Public Information”.
  • Increasing the level of understanding by officials the provisions of the Law of Ukraine “On Access to Public Information”.
  • Non-compliance was eliminated in the lists of information that constitute proprietary information and limit the ability of citizens to access to socially important information.
  • The Office of the Ombudsman systematically took measures aimed at elimination of violations of human rights according to the analytical information that the Center sent for the project.
