The purpose of the project is to create a clearly formulated vision of mechanisms for implementing gender policy based on modernized legislation. This can be done only by using the results of public functional examination of implementation in practice of the Law of Ukraine “On Ensuring Equal Rights and Opportunities for Women and Men” by the local authorities (regional and district state administrations and executive bodies of local self-governing bodies – local councils).
The main problem of this trend is that as a result of administrative reform in 2010 the administrative vertical was destroyed and the coordination between central and the local authorities in the context of equal rights for men and women was unbalanced.
Aims:
- To create an independent expert groups, that will conduct public functional examination.
- To conduct public functional examination of the local authorities.
- To conduct a comparative analysis of examination results to identify best practices and their subsequent implementation at the national level.
- To increase the efficiency of the local authorities at the appropriate local level in the implementation of public policies to ensure equal rights.
- To form in the representatives of the local authority a clear idea of gender policy and mechanisms for its implementation.
- To conduct unified state policy to ensure equal rights and opportunities for women and men in all spheres of life.
