In the Verkhovna Rada, the Cabinet, the Presidential Administration and other government offices there met the critical number of people required for the implementation of e-government centrally and locally, – said Andriy Parubiy, the Head of the Verkhovna Rada of Ukraine, during his speech at the Forum “The Future of E-government in Ukraine “, held by the Center “Eidos”. He expressed hope that these people in the future would continue to reform the country. And just as it was at Maidan during the Revolution of Dignity, side by side they would replace the old rotten system into a modern and innovative one.
Prime Minister of Ukraine Volodymyr Groisman conveyed his position on e-government by an official letter greeting: “The area of e-government is an important policy that promotes efficiency and transparency of administrative processes at the level of the government, regions and the local authorities. E-government is an important step to reduce the cost of public services and the elimination of the officials from the decision-making as well as elimination of the excessive bureaucracy in the interaction of citizens and government. Electronic control systems contribute to a new level of service to the citizen, access to information and formation of trust to the government. ”
Also, Prime Minister noted that the government under his chairmanship would continue to implement the most effective e-governance. Representatives of the Ministry of Infrastructure of Ukraine, Ministry of Justice of Ukraine, Ministry of Economic Development and Trade of Ukraine, who attended the Forum, supported V. Groisman`s words and shared his vision with the introduction of online systems in power. Thus, Giya Getsadze, Deputy Minister of Justice of Ukraine, who once was engaged into electronic systems reform in Georgia said that the current level of online services in Ukraine were much higher than in his homeland. In addition, the official promised that in the near future the Ministry of Justice would transfer the function of register of marriage from state registrar to notaries. “We will minimize contact between civil servants and citizens. This is what will eliminate the corruption in our government.”
Deputy Head of Presidential Administration of Ukraine Dmytro Shymkiv said: “The world has been digital for a long time. Today in all areas we are talking about digital technologies. But only in the Ukrainian authorities there exist many regulatory situations that prevent to work quickly, effectively, in advance. So today our main task is to simplify citizens’ access to the authorities through digital services. And we must do it as soon as possible.”
Deputy Chairman of the State Treasury Service of Ukraine Oleksander Hrubiyan expounded hope that sites like e-data would further serve to inform the public about the state of affairs in the authorities. A Treasury would best contribute to their timely and trouble-free filling.
Also, the Forum presented the results of project relating to the implementation of the portal “Open Budget”. Currently, 24 local authorities have introduced a system of Open Budget, and 70 have already signed up and, together with our experts Victor Taran, Volodymyr Tarnay and Sergiy Karelin are actively working on its implementation.
At the end of the Forum the officials and activists, who were engaged in the implementation of e-government in the regions, made a speech. According to them the problem on the places was the disinterest of the officials to keep up with the times, and even more they were uninterested to ostend the citizens where the funds, received in connection with the decentralization of power, were spent.
